Oakhaven Homeowners Association Annual Meeting July 18, 2011

Members in attendance including board members President Steve Leonard, V.P. Jeff Yigdall, Treasurer Roxanne Speer, Secretary Carol Dishart, Member-at-large Jim Maloney. Also in attendance:

• Meeting called to order at 7:10 pm
• Tonight’s agenda reviewed.
• Steve reviewed the focus of the board and process of dealing with issues, mode of operation, organization and responsibility of each board member
• Committee Chairs needed: Halloween Parade & Party (Pam Maloney), Garage Sale (Kristin Greve) Coordinator, Annual Picnic, Welcome Committee, Street Reps.
• Street reps- Drake—Kevin McWilliams volunteered to be the Drake Drive rep
• Questions were answered about the budget –Roxanne reviewed the 2010/2011 budget and expenditures, and the proposed budget for 2011/2012. Vote was taken to approve budget and passed unanimously. (see budget detail below)
• Jim Maloney proposed common ground improvements needed, such as: redo the walking trails; trim trees; islands re-landscaped and upgraded; solar panel area trimmed and turned; secure cement caps on Hill Rd. entrance wall; commercial park benches in soccer field and islands; picnic pavilion at soccer field on a concrete patio; grading soccer field.
• Claire recommended mowing the retention pond behind Oakhaven Drive
• Discussion about moving playground area to soccer field or making field more usable
• Nominations for board members—no new nominations. Vote to re-elect current board was unanimous.
• Village at Pine update from Steve. Entrance to new phases from Rt. 910 has begun but likely no building near us for 2 years.
• Our covenants are not clear on many issues and fines, penalties, or other remedial provisions are largely undefined. The board is rewriting them based on legal counsel received. Jeff Yigdall has been studying other neighborhood’s covenants and bylaws and suggests that ours are not as ‘’readable” as they could be. Their processes for approval are clearer and there are penalties stated which would allow the board to have small claims go to a magistrate. • Open discussion from members: suggestion that building and addition requests could be two steps — close by neighbors would be consulted first and then the board would have final decision; Desire to have common curb appeal in the neighborhood; vandalized sign is still showing some paint—board will look into professional removal.

Calls to action:
• Canvas neighbors to get street rep. volunteer and duties in writing
• Welcome Committee guidelines with items to be delivered to new neighbors, ie loaf of bread, card and directory and website address and log in info
• Look into professional removal of spray paint on entrance sign

On-line Dues Payment Now Working

After installing the on-line payment system (and making sure that it worked), we performed a routine upgrade of the Classified Ads feature. Unfortunately, that upgrade seemed to break the on-line payment system. So, we have disabled the Classified Ads feature and will re-install it in either late September or sooner–if we can resolve the conflict.

Sorry for the inconvenience or any frustration that it may have caused if you tried to pay on-line in early August.

Budget Review

Discussions centered on potential Pavillion, additional swings, electricity.

Potential to reclaim, walking trail on the corner of Hill and oakhaven.

Potential for street light on English to tap into for power for sign.

Current Business

Fence issues.

Motion made to allocate $4,000 for legal action to enforce association covenants. Vote Passed 12-4.

Motion made for” estimated excess money in legal fund to be used for New Covenants” Vote Passed 18-0

OHA Negotiates a Group Rate with Oxford Athletic Club

Oakhaven Homeowners Association has negotiated with Oxford Athletic Club to provide a group rate for Oakhaven residents. Oxford will now make their top of the line membership, the Governors Membership, available to Oakhaven residents at the following rate:

Primary member: $129 per month
Spouse: $20.00 per month
Children: No charge
In addition, there will be no initiation fee for Oakhaven residents.

If you are already an Oxford member your bill should automatically change starting September 1. If you are a member of another group who has an arrangement with Oxford you will receive whichever rate is the most favorable.

If you are not an Oxford member, please contact the membership department at 724-933-1911, ext. 1, and identify yourself as an Oakhaven resident.

Homeowners can conveniently pay this year’s annual dues through PayPal. You don’t need to have a PayPal account to use this feature–only a credit card or bank debit card.

Dues for this fiscal year are $100 if paid before September 10, 2009. The normal dues are $145, but this year there is a one-time $45 rebate per household.

Homeowners who pay after September 10, 2009, will be charged a $40 late fee; so, please pay early by clicking on the button below.
